XXXIV Congress of the Eurasian Association of Trade Union Organizations of the Universities

 

The XXXIV Congress of the Eurasian Association of Trade Union Organizations of the Universities was held from September 28 to October 2, 2022 at the Kyrgyz National University named after Jusup Balasagyn (Kyrgyz Republic). The congress was timed to the celebration of the 90th anniversary of the KNU foundation. The topic of the congress was “National and regional features of the development of the trade union movement in universities: legislative aspects and practice.”

62 delegates participated in the congress, including heads of trade union organizations of 33 universities of the Russian Federation, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan and the Kyrgyz Republic. The chairmen of the trade union organizations of the universities, which are members of the association, had the opportunity to take part in the work of the congress remotely.

The rector of Moscow State University named after M.V. Lomonosov Academician Viktor A. Sadovnichiy addressed the congress delegates with a video message. The opening remarks were made by the Rector of the Kyrgyz National University named after Jusup Balasagyn, Corresponding Member of the National Academy of Sciences of Kyrgyzstan Tolobek A. Abdyrakhmanov, who expressed confidence that topical issues of the development of Eurasian universities would be discussed at the congress and effective ways of providing assistance to students and staff would be underlined. He also wished successful work to the congress.

The congress received welcoming remarks from the First Deputy Chairman of the State Duma of the Federal Council of the Russian Federation I.I. Melnikov, the International Public Chamber, congratulations of the members of the Presidium and the Supervisory Board of the association: F. Shiriev (Republic of Azerbaijan, Baku), I. Fedotova (Pridnestrovian Moldavian Republic, Tiraspol) and V. Timofeev (Russia, Belgorod), veterans of the Association N. Radevich (Minsk, Republic of Belarus) and N. Koltysheva (Gomel, Republic of Belarus).

The delegates of the XXXIV Congress took part in the grand opening of the mobile exhibition of the Russian Geographical Society “Nikolai Przhevalsky: A Lifelong Journey” at the KNU. On the initiative of the EATUOU, on behalf of the Rector of Moscow State University named after M.V. Lomonosov Academician Viktor A. Sadovnichiy, the exhibition was transferred for exposition to the Memorial Museum of N.M. Przhevalsky in the village of Pristan-Przhevalsk near the town of Karakol, where an excursion for participants was organized and one of the sessions of the congress took place. The ceremony was attended by a representative of the Ministry of Culture of Kyrgyzstan. One of the exposition stands was made by the chairman of the trade union of the Museum of Earth Science of Moscow State University named after M.V. Lomonosov E.M. Lapteva and dedicated to the memory of N.M. Przhevalsky at Moscow University, where she has received her doctorate degree.

Among the main tasks of the congress were:

  • discussion of the work practices of trade union organizations of universities, taking into consideration national and regional features, the best practices of social partnership with university administrations;
  • discussion of the provisions of the Charter of the Association regarding the criteria and procedure for admission of new members, and the necessary conditions for the creation of a directory of member organizations;
  • discussion of the mechanism for posting information about member organizations and the most important events of organizations on the website of the EATUOU.

Four plenary sessions of the congress were held: two at the Kyrgyz National University, one at the Memorial Museum of N.M. Przhevalsky and the last one was hosted by the cultural center “Rukh Ordo” named after Chingiz Aitmatov.

28 delegates representing the universities of all participating countries, as well as guests made presentations and reports. After hearing and discussing the report of the President of the EATUOU I.B. Kotlobovsky “National and regional features of the development of the trade union movement in universities: legislative aspects and practice”, chairmen of trade union organizations of employees and students of universities in the CIS countries, the congress delegates highlighted in their speeches that the Eurasian Association of Trade Union Organizations of the Universities, as a unique organization of public diplomacy, is called upon to solve social and labor, as well as humanitarian issues, problems of reforming higher education, improving the efficiency of the educational process, ensuring the international competitiveness of the universities and preserving the cultural and historical community of fraternal peoples in the post-Soviet space.

The Association cooperates with the branch trade unions in the field of education of the EATUOU member countries, national federations of trade unions, the Eurasian Association of Universities and the Russian Union of Rectors, which emphasizes the relevance and importance of the issues discussed at the congress.

5 new trade union organizations affiliated to the Association. As a result of the congress, a resolution was adopted.

The congress participants laid flowers at the monuments to Jusup Balasagyn at the main building of the KNU (together with the rector of the KNU T.A. Abdyrakhmanov), the hero of the national epic Manas, Chingiz Aitmatov in the Ata-Beyit Memorial Complex and N.M. Przhevalsky in Karakol.

The work of the congress was widely covered by the First Studio of the National Broadcasting Corporation of the Kyrgyz Republic, as well as in a special television program dedicated to the XXXIV Congress of the EATUOU, which was attended by the President of the association I.B. Kotlobovsky, vice-presidents I. Kerget (Grodno, Belarus) and K. Zhumabekov (Republic of Kyrgyzstan). Other media resources also covered the work of the congress.

A rich excursion program was organized for the participants of the congress. They visited Ata-Beyit Memorial Complex, the Supara Ethnographic Complex, the N.M. Przhevalsky Museum in Karakol, where the ceremony of transferring the exposition to the museum took place and the Rukh Ordo Cultural Center named after Ch. Aitmatov. On the shore of Issyk-Kul in the sanatorium “Issyk-Kul-Aurora” a video was filmed with the participants of the congress.

In the resolution of the congress participants expressed their gratitude to the Rector of the Kyrgyz National University named after Jusup Balasagyn Tolobek A. Abdyrakhmanov, the Chairman of the Trade Union Organization of the employees of the KNU Kubanychbek S. Zhumabekov, the director of the Memorial Museum of N.M. Przhevalsky in the town of Karakol Zinagul O. Kambarova for the excellent reception and creation of favorable conditions for the effective work of the congress, Dean of the Faculty of Journalism of the KNU Shirin A. Kostyuk for high-quality coverage of the work of the congress in the mass media of Kyrgyzstan.
